The people of Atlantis have been exposed to a toxin by Dr. Hydro. Believing an antidote may have survived on a sunken World War II ship, Namor travels down into the depths and begins his search through the many sunken ships at Bikini Atoll. While searching, he is attacked by Men-Fish led by the Piranha.
