It's all-out war in New York City as aging crime boss Silvermane makes his move to take control of the Big Apple's entire crime syndicate!  Spider-Man is joined by the powerful cyborg Deathlok to challenge him, but they must first fight his super-powered lackeys: the Beetle, Boomerang, Hydro-Man, and Scorpia! But it’s all a distraction, as the decrepit crime lord’s real plan is to transfer his mind into Deathlok’s cyborg body, and he promises to kill untold thousands in NYC if he does not comply. Silvermane blows up the Holland Tunnel to prove he is serious, forcing Deathlok to surrender.

Spider-Man vows to fight on, gaining a wanted ally: Daredevil, the Man Without Fear and an unwanted one: the deadly Punisher!  To ensure his rise to kingpin of NYC’s underworld, Silvermane returns to the city to set off an experimental plasma reactor... whose resulting meltdown would kill millions! Can this group of reluctant allies find a way to defeat Deathlok and save him (and New York) at the same time?
